OB REQUIREMENTS:
Education: Master’s degree in Library Sciences. Additional Master’s degree preferred.
Experience:
Three years’ post-MLS management experience, preferably in a large, complex urban setting. Three-to-five years experience supervising staff, preferably in a union environment.
Technical Expertise:
1) Knowledge of library theory, standards and best practices. General principles and objectives of information technology systems and programs.
2) Accomplish goals and tasks through others by delegation, follow-up and oversight. Leading a mid-sized organization or business unit is required.
3) Experience working with all levels within an organization is required.
4) Experience modifying and adapting existing programs, services, policies and processes to meet changing needs and expectations is required.
5) Working with community leaders, public officials, and other community stakeholders is required.
6) Experience managing budgets, resources and people is required. Governmental budgetary principles, practices and procedures preferred.
7) Experience working with boards of directors/trustees is preferred.
8) Experience in public library, public-sector, and a union environment is preferred.
9) Proficiency in MS Office or similar software is required. Relevant business management systems such as general ledger, HRIS, CRM, etc., is preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to:
1. Responsible for the management of branch activities, services, quality, efficiency, and staffing for either the East or West region. Perform regular visits to branches and departments.
2. Demonstrate fiscal accountability for resources and the ability to achieve outcomes within allocated resources.
3. Supervise branch management staff in specified areas, including hiring, training, professional growth, performance management, productivity, quality, service, discipline and terminations.
4. Assist with managing day-to-day safety and security issues that involve your respective areas.
5. Collaborate with Human Resources and Public Services management staff on hiring and investigating performance management issues for respective areas.
6. Ensure branch managers cultivate effective community partnerships, promote the library’s mission, vision and values.
7. Attend programs and meetings that involve key community stakeholders and/or are intended to address key strategic initiatives or priorities.
8. Identify, analyze and resolve policy and procedural issues effectively and efficiently. Provide leadership to and communicate with branch managers to resolve problems and address issues.
9. Responsible for record and reporting systems.
10. Establish, implement and oversee policies and procedures in specific functional area.
11. Perform other duties as assigned.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
1. The library environment involves everyday risks or discomforts that require normal safety precautions typical of offices, which includes the need for general safe workplace practices with office equipment and computers, avoidance of trips and falls, and observance of fire regulations.
2. The noise level in the work environment is usually quiet to moderate.
3. This position is performed in an office setting although frequent offsite meetings in various settings occur.
4. There is no set schedule for this position due to the requirements to attend meetings and events before or after normal workings hours and occasionally on weekends and evenings.
5. Lift light objects less than 20 pounds and carry them short distances 20 feet or less
6. Reach overhead and bend/kneel to shelve books weighing up to three pounds
7. Remain in a standing position for extended periods of time while performing a variety of tasks
8. Perform repetitive hand, arm, and body movements, including lifting books on a continuous basis for up to an eight hour shift.
9. Some travel by personal automobile and a valid State of Ohio drivers’ license is required.
Occasional overnight travel is required.
10. Overnight travel may be required from time to time.
