GENERAL SUMMARY
The Information Technology (IT) Director plans, organizes, leads, and directs the information, audio visual, and telecommunications activities of the Library. The IT Director is responsible for licensing, care, and security of the hardware, software, equipment, and infrastructure throughout the Library system. This purpose-driven leader is a self-directed technology professional possessing a strong work ethic and having a collaborative leadership style focused on customer and staff experience.

JOB REQUIREMENTS
Specific Knowledge, Skills, and Abilities required include:
• Knowledge of general business software applications.
• Knowledge of library automation software applications.
• Knowledge of computer platforms and architecture.
• Knowledge of computer systems analysis, design and programming concepts, techniques and practices.
• Knowledge of structured project management processes and techniques.
• Knowledge of current and emerging technologies.
• Knowledge of networking and telecommunications systems and terminology.
• Ability to determine and recommend information, telecommunication, audio visual and any other IT-related systems solutions that support the library's requirements, goals and strategies.
• Ability to function as a self-motivated team player capable of working with minimal supervision.
• Ability to persuade others in order to gain concurrence, to resolve problems, gain cooperation, and/or facilitate teamwork.
• Ability to resolve complex business and technical problems.
• Ability to work well under pressure.
• Skills necessary to develop and maintain effective and appropriate working relationships with co-workers, customers, vendors, and/or representatives of other agencies.
• Ability to communicate through electronic forms of communication, in-person, and over the telephone. Ability to demonstrate proficient usage of English grammar, spelling and punctuation rules, and to utilize simple mathematical functions such as addition, subtraction, multiplication, division, percentages, ratios, etc.

• Ability to teach and grow the skills and knowledge of team members.
• Ability to present IT-related programs and information to all levels of the Library enterprise including the Board of Trustees, Executives, Government Officials, Staff Members, and Customers.

ESSENTIAL JOB FUNCTIONS
• Complies with Cuyahoga County Public Library’s policies, rules, guidelines, procedures, requirements, standards, and practices applicable to the job, including (but not limited to) work scheduling and attendance, customer service, use of Library property, computer use, personal conduct, and confidentiality.
• Develops and maintains strategic information systems plan.
• Directs the operational, research and development activities of ITD member teams and ensures their alignment with the mission and goals of the library.
• Utilizes structured project management techniques to ensure the delivery of information systems solutions on an on-time and on-budget basis.
• Establishes annual and long-range goals and budgets for the Information Technology Division.
• Advises library management teams on issues, rules, and regulations related to information systems technologies, equipment, programming, infrastructure, and cybersecurity.
• Provides staff training and development opportunities.
• Plans and evaluates staff performance.
• Complies with work scheduling and attendance requirements.
• Ensures the confidentiality and security of all Library electronic records and digital property.
• Participates in the development of library hardware and software standards.
• All other duties as assigned.

Summary Minimum Education & Experience Required
• Bachelor's degree in Computer Science or related field. A relevant Masters degree is preferred.
• Minimum of five years project and people management experience, preferably in a unionized environment.
• Four years of analysis, development/selection and implementation experience related to library automation and/or general business systems.
• Any acceptable combination of education, training, and experience that provides the above Knowledge, Ability, and Skills may be substituted for those listed.

OTHER TESTING/LICENSES REQUIRED
• A criminal background check is required, as are pre-employment drug screen.
• Due to the sometimes-physical nature of the job, a pre-employment physical is required.
• Must have a valid driver’s license and driving record free of violations at all times.

PHYSICAL DEMANDS AND WORKING CONDITIONS
• If needed, incumbent must be available for on-call status for system support or emergencies.
• Requires individual willing to work a flexible schedule of hours, including evenings and weekends.
• Ability to lift and carry up to 70 lbs. without assistance
