GENERAL SUMMARY
Under moderate supervision of the Finance Administrative Manager, responsible for the procurement of goods and services (e.g., furniture, equipment, supplies, repairs, and other services) for CCPL’s facilities, branches, and administrative staff. Prepares specifications and requests for proposals, researches and identifies potential suppliers and vendors, reviews and evaluates quotes and proposals, recommends suppliers and vendors. Oversees preparation of
purchase orders; audits orders and invoices; follows up with vendors and suppliers to reconcile differences, expedite orders, and similar activities. Will act as a backup for Accounts Payable processes.
JOB REQUIREMENTS
Specific Knowledge, Skills, and Abilities required include:
• Knowledge of purchasing procedures, practices and terms.
• Knowledge of product and service vendor sources.
• Knowledge of Accounts Payable processes and practices.
• Knowledge of standard office procedures and practices.
• Skill in operation of typical office equipment such as personal computer, facsimile, copiers, scanners, calculators and telephones.
• Ability to detect errors, determine causes, and make suggestions for correction as appropriate.
• Skill in operation of typical office equipment such as personal computer, facsimile, copiers, scanners, calculators, and telephones.
• Ability to use Library resources effectively and efficiently.
• Ability to demonstrate interpersonal skills necessary to work courteously and effectively with co-workers, customers, vendors, and/or representatives of other agencies.
• Skill in prioritizing, coordinating and scheduling work.
• Skill in reviewing work for correctness, completeness and accuracy.
• Ability to demonstrate proficient use of personal computer software or systems applicable to the essential functions of the job, which may include (but not be limited to) email/calendar software, internet/intranet browsers, word processing, spreadsheets, database software, and various systems or software used by CCPL.
ESSENTIAL JOB FUNCTIONS
• Complies with Cuyahoga County Public Library’s policies, rules, guidelines, procedures, requirements, standards, and practices applicable to the job, including (but not limited to) work scheduling and attendance, customer service, use of Library property, computer use, personal conduct, and confidentiality.
• Obtains competitive quotations, and makes vendor recommendations for supplies, equipment, furniture and services.
• Develops and maintains a fixed assets inventory of furniture and moveable equipment.
• Reconciles vendor invoices to packing/receiving slips or emails.
• Researches product market information relating to furniture, equipment, materials, supplies and services, and makes information available to operating staff.
• Expedites vendor shipments including completing related telephone and written correspondence and emails.
• Write specifications for purchases as assigned.
SUMMARY MINIMUM EDUCATION & EXPERIENCE REQUIRED
• Bachelor's degree from an accredited college or university in a related field or certification/licensing in a program of 24 months to 5 years duration in commercial work including purchasing and inventory management.
• At least one year of purchasing and/or accounts payable experience.
OTHER TESTING/LICENSES REQUIRED
• A criminal background check is required, as are pre-employment drug screen.
PHYSICAL DEMANDS AND WORKING CONDITIONS - LIGHT
• No major sources of working conditions discomfort, i.e. standard work environment with possible minor inconveniences due to occasional noise, crowded working conditions, and/or minor heating, cooling or ventilation problems.
• Work requires routine lifting of moderately heavy items, such as computer equipment or records boxes (over 25 pounds and up to 50 pounds), pushing full carts, and/or standing for long periods of time and/or frequent stooping or bending
