DUTIES & RESPONSIBILITIES
The ASCPL is hiring a Security and Safety Coordinator to support our Mission Statement to provide resources for learning and leisure, information services, meeting spaces, and programs for all ages that support, improve, and enrich individual, family, and community life. The Security and Safety Coordinator performs a variety of duties to ensure the overall physical security of the Library’s employees, customers, property, and facilities. Duties of this supervisory role include the following:
• Serve as a key member of management; understand the organization, financials, industry, customers, and strategy.
• Supervise employees, provide direction, coach, train and develop, hire, and manage performance to organization goals and expectations.
• Oversee the development and implementation of security and safety systems, plans, forms, procedures, and methods of recordkeeping.
• Oversee compliance with all local, state, and federally mandated laws, programs, and reporting requirements regarding workplace safety, such as PERRP, ADA, etc.
• Oversee inspections of all facilities and equipment regarding safety and security issues (in tandem with Facilities Services).
• Write security procedures for the Library’s internal security manual and proposes policy revisions and new policies to the Executive Director and the Board of Trustees (in tandem with the Deputy Director).
• Write evacuation plans and operational safety procedures for effective handling of events involving employees and customers in the event of accidents, tornado, bomb threats, fire, security incidents, and other emergencies (in tandem with the Safety Specialist).
• Consult with and advise employees in matters relating to security and safety. Conduct regular site visits to meet with branch and Main public service staff.
• Develop training and train employees on security procedures and practices during new employee orientation, through regular site visits, and as requested by agency managers.
• Investigate and maintain records (e.g., incident reports) of unusual occurrences, stolen property reports, customer and employee theft, fire, and security incidents, and coordinate investigation and video review of incidents at all Library facilities.
• Determine and manage customer suspensions, conduct instructional follow-up, and provide solutions for similar situations.
• Conduct security assessments, analyze security concerns, make recommendations for solutions, promote security awareness, and coordinate security programs system-wide.
• Serve as a liaison with local law enforcement authorities for all operational matters related to security and schedules off-duty officers as needed for events and added security. Brief Administration on changes to local law enforcement policies, and interpret those policies, rules, and regulations.
• Maintain and upgrade all building automation systems related to safety (or fire) and security (in tandem with Facilities Services).
• Oversee system-wide key-card access, including making employee keys, programming system, and running backups on the system.
• Oversee security and fire systems, including inspections and employee training, setting up surveillance cameras, and handling sensitive surveillance information.
• Manage vendors and outside service providers effectively; set expectations and holds them accountable.
• Serve as a key advisor to the Executive Director, Deputy Director, and Administrative Team by providing strategic leadership in the area of security and safety.
• Schedule contract security officers.
Represent the Library in court when subpoenaed and prepares Library staff for court appearances.
• Respond to after-hours security incidents at all Library facilities based on phone tree assignment.
• Negotiate contracts and scheduling with security-related vendors in conjunction with the Deputy Director.
• Oversee the completion of Security Officer tours and submit their tour reports as required.
• Perform Security Officer duties as needed.
• Serves as a standing member of the Library Safety committee.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Required: Bachelor’s degree in Criminal Justice, Law Enforcement, Public Health, Environmental or Occupational Safety, or a related field. At least 5 years of relevant experience. Knowledge of employee and facility security principles and practices. Knowledge of fire alarm systems, access control systems, security burglar alarm systems, and closed-circuit television systems operations. Knowledge of local, state, and federal statues and laws related to privacy, free speech, the Freedom of Information Act (FOIA)/public records, use of force, and related topics. Knowledge of workplace safety requirements and practices. Skill in customer service principles, practices, and programs. Skill in vendor management. Ability to assess potential problem situations quickly and discreetly and effectively deescalate them without disruption of Library services to the public. Understanding of the principles of intellectual freedom. Ability to plan, implement, and manage change within the agency, division, and/or organization. Ability to use a computer and job-related software or systems applicable to the essential functions of the job. Ability to engage in moderate physical effort, including considerable standing and walking. Ability to lift moderate to heavy objects (more than 25 pounds) and carry them short distances (50 feet or less). Ability to work irregular hours, including evenings and weekends, as needed. CPR/First Aid Certification within one year of hire. Valid driver's license, automobile insurance, and reliable personal transportation. Ability to pass criminal background and education verification checks and drug screening.
