Due to an upcoming retirement the Board of Trustees of the Warren-Trumbull County Public Library are seeking applicants for the position of Executive Director/Fiscal Officer for the Library.

Trumbull County, Located in Northeast Ohio, midway between Cleveland and Pittsburgh, Trumbull County is rich in arts, ethnic culture, outdoor activities, and history. Trumbull County is known for its wide variety of events, entertainment and things to do like shopping, fishing, hunting, golf and more. Trumbull County is easily accessible in Northeast Ohio and Western PA from I-76 and I-80.

With the City of Warren as the county seat, the county includes both urban and rural settings and must strive to balance the needs of its community members. The population of Trumbull County is over 200,000 and highly diverse.

The Warren-Trumbull County Public Library has 120 staff members, seven locations, two bookmobiles and an annual budget of $8.1 Million.
Job Summary:

This is a full-time executive exempt position. The position of Executive Director/Fiscal Officer of the Warren-Trumbull Public Library System is the administrative head for all functions of the library. The position requires recommending, implementing, and sustaining the policies approved by the Board of Trustees of the Library. Independent action, combined with judgment, is required daily within the framework of Library policies. The position reports directly to the Board of Trustees, in the legal framework established by the Revised Code of the State of Ohio. Under the broad policy guidance of the Board, the Executive Director/Fiscal Officer performs professional and administrative duties in planning, developing, implementing, and directing public library services for the library’s mission to the people of Trumbull County. May perform related or other duties as required.

Responsibilities:
• Plans, organizes, coordinates, and directs library service in Trumbull County.
• Formulates and recommends policies to the Board of Trustees and executes all Board approved policies.
• Administers library procedure within the framework of library system policy.
• Submits an annual budget to the Board of Trustees and supervises expenditure of funds.
• Administers personnel policy as determined by the Board of Trustees, and the law.
• Develops and implements strategic and short-range plans for improvement of library service and reports annually to the Board.
• Oversees the establishment and implementation of optimal organizational structures, policies, and procedures.
• Represents the library to local, state, and national organizations and events.
• Oversees project management (buildings, automation, acquisitions, and new facilities).
• Encourages and promotes training at all levels to ensure staff development.
• Promotes marketing an ongoing public awareness of library services and programs.
• Promotes the Library’s Core Values of Community, Inclusivity, Service, Access and Advocacy, by modeling these values in all daily activities.
• Secures and administers alternate funding sources to include state, federal, and private grants and fund-raising efforts.
• Ensures effective internal communications for employee input, morale, and productivity.
Qualifications:
• M.L.S. or M.L.I.S. from an ALA accredited institution of higher learning.
• Six years of progressive professional library experience (public library experience preferred). A minimum of five years’ experience at the supervisory-administrative level.
• Preferred: Experience as an assistant or deputy director of a medium-sized public library system with multiple branches, or senior level head of a major division of a public library system with multiple branches, or as director of a smaller sized library system.
• Strong understanding of public library service, rural library challenges, and integrated library systems
• Excellent communication, organizational, and relationship-building skills.
• An Associate’s degree, Certificate or higher in accounting or applicable experience.
• Demonstrated strategic planning and budgetary experience.
• Experience preferred with Fund Accounting.
• Proficiency in use of automated financial data processing systems, and MS Office Products.
Salary:

Salary range is $125,000 to $150,000 annually and is negotiable between the Executive Director/Fiscal Officer and the Library Board of Trustees.
