GENERAL SUMMARY
Recommends, implements and oversees branch library services with a focus on providing the best possible customer service in the most effective and efficient manner. Selects, supervises and coaches Branch Managers in the assigned geographic region. Guides Branch Managers in the selection and
mentoring of branch staff and in building and maintaining relationships with community leaders and Friends groups. Collaborates with other Administrative staff to ensure that branches receive the support services necessary to maintain excellent public service. Serves as problem solver for Branch
Manager in issues related to but not limited to personnel, the Collective Bargaining Agreement, branch security, community relationships, and customer complaints. Monitors operations of all services for branch locations and ensures that divisional activities fulfill the Library’s objectives and mission. Manages projects at the request of the Deputy Director and makes recommendations on policy and procedure.

Management.. Specific Knowledge, Skills, and Abilities required include:
• Knowledge of principles, theories and concepts of library science.
• Knowledge of principles, theories and concepts of library administration.
• Knowledge of all CCPL policies and procedures, personnel policy manual, Union contract, and ALA intellectual freedom policies.
• Skill in exercising an advanced level of initiative, judgment, discretion and decision making to integrate organizational priorities, meet deadlines, and achieve objectives.
• Skills necessary to develop and maintain effective and appropriate working relationships with co-workers, customers, vendors, and/or representatives of other agencies.
• Skill in advanced application of written and oral communications.
• Skills to provide effective supervision, with ability to conduct accurate and instructive work performance evaluations, administer training and development and motivate others through leadership and guidance.
• Ability to demonstrate proficient use of personal computer software or systems applicable to the essential functions of the job, which may include (but not be limited to) email/calendar software, internet/intranet browsers, word processing, spreadsheets, database software, and various systems or software used by CCPL.
• Ability to plan and direct large scale library operations and projects.
• Ability and proclivity to initiate and manage change.
• Ability to demonstrate proficient usage of English grammar, spelling and punctuation rules, and to utilize simple mathematical functions such as addition, subtraction, multiplication, division, percentages, ratios, etc.

ESSENTIAL JOB FUNCTIONS
• Complies with Cuyahoga County Public Library’s policies, rules, guidelines, procedures, requirements, standards, and practices applicable to the job, including (but not limited to) work scheduling and attendance, customer service, use of Library property, computer use, personal conduct, and confidentiality.
• Recommends, implements and oversees branch library services and works to create a consistency of system-wide delivery of services.
• Assists Deputy Director with policies, goals, and procedures development and implementation, ensuring objectives meet established CCPL mission and goals and current and anticipated public needs.
• Selects, supervises and coaches the Branch Managers in assigned geographic region including monitoring and evaluating work performance, establishing individual branch goals and objectives in collaboration with the Managers and providing leadership, guidance and adequate training and development. Supports Branch Managers in establishing standards for effective work behavior, monitoring and evaluating work performance and making recommendations for promotions, transfers and other personnel actions
• Guides Branch Managers in building and maintaining relationships with community leaders and Friends groups including participation in meetings and events when beneficial.
• Monitors applicable budgets in consultation with Deputy Director and collaborates with Branch Managers to assist with overseeing applicable budgets.
• Coordinates uniform implementation of system-wide policies and procedures. Interprets policies and procedures for customers in regards to any complaints. Ensures that questions and complaints are directed to the appropriate staff for resolution.
• Chairs and participates in system wide committees and leads system-wide projects as assigned.
• Analyzes reports and data to measure library effectiveness in public service and researches, plans and implements action to effect best customer outcomes.

Summary Minimum Education & Experience Required
• Master's degree in Library Science or equivalent from an ALA accredited library school.
• Over six years of professional library experience including three years as a Branch Manager or other significant supervisory and administrative experience, preferably in a unionized environment.

OTHER TESTING/LICENSES REQUIRED
• A valid driver's license, reliable personal transportation and in-force automobile insurance is required.
• A criminal background check is required, and pre-employment drug screening.
