GENERAL SUMMARY
Develops and implements facilities management programs designed to maintain viability,
upgrade/maintain appearance, and enhance efficiency and use of library structures, equipment and
services within established budgetary constraints and organizational policies and procedures.
Recommends policies and approves goals and objectives from functional areas including Contract
Projects and Maintenance. Administers contracts for housekeeping and janitorial services, lawn and
grounds and rubbish removal. Duties include but are not limited to the preparation of bid specifications,
the evaluation of bids and monitoring contractor performance. Acts as the OSHA Committee Chair and
administers all hygiene, health and safety and ergonomics programs; in addition to being in charge of
security related issues.

JOB REQUIREMENTS
Specific Knowledge, Skills, and Abilities required include:
• Knowledge of concepts of facilities management as applied to a multi-facility operation.
• Knowledge of building design and construction methods, techniques and industry
standards and general knowledge of various skilled trades such as HVAC, plumbing and
electrical systems repair and installation.
• Knowledge of facilities maintenance programs including planning and implementation
processes for preventive maintenance.
• Ability to plan, coordinate and direct construction and major facilities improvement
projects.
• Skilled at negotiating and administering third-party contracts.
• Skill in budgeting and statistical process control.
• Ability to communicate effectively both orally and in writing.
• Ability to function as a team player capable of working with minimal supervision.
• Ability to work under pressure and meet deadlines.
• Ability to demonstrate proficient use of personal computer software or systems
applicable to the essential functions of the job including facilities management software
and AutoCad, which may include (but not be limited to) email/calendar software,
internet/intranet browsers, word processing, spreadsheets, database software, and
various systems or software used by CCPL.

ESSENTIAL JOB FUNCTIONS
• Complies with Cuyahoga County Public Library’s policies, rules, guidelines, procedures,
requirements, standards, and practices applicable to the job, including (but not limited
to) work scheduling and attendance, customer service, use of Library property, computer
use, personal conduct, and confidentiality.
• Engages architects, engineers and others as needed for facilities project development
including assisting in defining project scope, monitoring project progress, etc., and
prepares related specifications and drawings as necessary.
• Coordinates the various factions and groups involved in planning and construction of new
buildings and remodeling projects including architects, engineers, library personnel, etc.
• Develops and implements facilities management programs with assistance and input
from Department Managers. Includes conducting needs analysis, budget development
and formation of policies and procedures for program implementation and maintenance.
• Establishes annual and long range budget estimates for major repairs, remodeling, and
renovations of existing buildings and related projects cost estimates.
• Prepares various detailed reports such as cost estimates, budget reports, energy/utility
usage reports, etc. and presents to the Board of Directors, Executive Director and other
administrative staff as necessary. Maintains all appropriate files and records.
• Coordinates project work with building departments, business managers, safety agencies,
etc. as necessary to secure contracts, agreements, permits, leases and other documents
needed to complete scheduled work.
• Ensures efficient administration of various facilities programs including energy accounting
and management and preventive maintenance.
• Administers performance based contracts for janitorial and housekeeping services;
rubbish removal contract and related budget; and performance based lawn and grounds
maintenance contract, related budgets, and also bids and coordinates exterior aesthetic
projects (landscaping) e.g., prepares specifications, etc.
• Coordinates library's OSHA, Health and Safety Programs, including indoor air quality,
disaster recovery, driver safety and CDL (commercial driver) areas, etc.
• Administers security monitoring program and contract, coordinates additional security
coverage as needed, i.e., off duty police, private investigations, etc.
• Provides extermination service oversight, pest control, etc. Prepares specifications and
contracts, ensures proper licensing, methods and standards are adhered to.
• Coordinates contracted work activities with departmental staff and other library
personnel to minimize disruption of regular library activities and services.
• Acts as a liaison between the Operations Division and all other library cost centers in the
communication and rectification of security and health and safety concerns.
SUMMARY MINIMUM EDUCATION & EXPERIENCE REQUIRED
• Bachelor's degree in Architecture or Mechanical or Construction Engineering or the
equivalent in training, education and experience, or combination thereof.
• Over six years of facilities management experience including background in
administrative work with a multiple site complex, and labor relations.
• Two or more years of supervisory management experience, preferably in a unionized
environment.
OTHER TESTING/LICENSES REQUIRED
• License: A valid Ohio Driver's license is required to operate library owned vehicles and a
clean driving record must be maintained at all times.
• A criminal background check is required, and pre-employment drug screening.
PHYSICAL DEMANDS AND WORKING CONDITIONS
• Requires incumbent to be on 24 hour on-call status for projects and facilities
emergencies.
• Work requires light physical effort such as stooping and bending, and occasional lifting
of lightweight objects (up to 25 pounds).
• Exposure to inclement weather conditions and occasional varied work hours are also to
be expected.
