The Tuscarawas County Public Library System is seeking a motivated individual who will assume the role of Human Resource Specialist at the Tuscarawas County Public Library.

Position(s):
Human Resource Specialist

Status:
35 hours per week

Salary:
$21.30/hour plus benefits

Qualifications:
Bachelor’s degree in Human Resource management OR Bachelor’s degree in Business with Human Resource concentration OR Concentrated training in Human Resource with five years’ experience in an HR department with progressive responsibilities; provide own transportation in fulfillment of job duties; be available evenings and weekends.

Job Responsibilities:
Under the supervision of the Director, the Human Resource Specialist will coordinate the administration of the library’s human resource policies, procedures, and recruitment efforts, and trainings; ensures compliance with state and federal employment laws. Duties include but are not limited to:

• Participates in the recruiting process including job postings, creating interview questions, accepting applications, serving on the interview teams, counseling managers on candidate selection, conducting and analyzing exit interviews and recommending changes
• In conjunction with the Library Director and Technology Training Coordinator, develops and maintains a system-wide onboarding plan that involves the orientation, development, and training of new hires
• Ensures managers are trained in the planning, monitoring, and review of employees work, including documenting, coaching, and discipline
• Assists with resolving employee concerns and may counsel employees or supervisors as relevant
• Maintains employee benefit programs; informs staff of process, coordinates educational programs as related to benefits, ensures staff meet deadlines as required and may direct the processing of benefit claims
• Assists Director in the development of library policies for Board consideration
• Serves as liaison with libraries human resources legal council
• Works with management to apply policies/procedures fairly
• Prepares revisions of employee manual under the supervision of the Director; maintains updates
• Maintains, updates, and creates job descriptions in coordination with management as needed
• Works with management to assure a high quality Performance Evaluation program and Merit Based Compensation System
• Participates in salary surveys, evaluates current salary ranges and makes recommendations for revisions as needed
• Coordinates comprehensive staff and management training plan; conducts training as needed
• Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records
• Serves as backup payroll administrator
• Handles Workers Compensation claims, reporting, and training as needed
• Ensures library’s compliance with EEO, ADA, OSHA, FMLA, and other labor laws and requirements

Job Requirements:

• Excellent oral and written communication skills; listening and interpersonal skills; organizational skills; public speaking skills
• Computer knowledge including presentation, word processing and spreadsheet software
• Knowledge of principles, practices, and methods of modern human resource management
• Knowledge of state and federal employment laws and requirements
• Ability to maintain confidentiality
